Bradd Skinner is the Director of US Customs and Border Protection’s Customs – Trade Partnership Against Terrorism program, commonly referred to as C-TPAT. Mr. Skinner assumed the position on July 27, 2007. Mr. Skinner directs the efforts of 200 Supply Chain Security Specialists that travel throughout the world conducting supply chain validations in collaboration with C-TPAT members. Mr. Skinner brings to the position the knowledge and expertise gained from more than 20 years of federal service within Customs and Border Protection. Prior to his current appointment, Mr. Skinner was assigned to the US Embassy in Mexico City and was responsible for managing several programs including a commercial fraud and intellectual property rights investigations program. With the creation of CBP, Mr. Skinner was named Deputy CBP Attaché and responsible for standing up one of the first CBP Attaché offices overseas as well as all day-to-day operations and administrative functions within the office. In addition to representing CBP on a host of immigration and enforcement matters, Mr. Skinner was involved in a number of international trade related programs and actively promoted programs such as C-TPAT, the Automated Commercial Environment, Bio-Terrorism Act and the Free and Secure Trade (FAST) program. Mr. Skinner began his federal career in the Import Specialist ranks and worked his way through a variety of progressively more responsible positions finally achieving the position of Field National Import Specialist in 1997 during which he was responsible for issuing written and binding classification rulings. He has worked many different commodity lines including electronics, textiles and food products and was responsible for enforcing the laws and regulations of many different US federal agencies. Starting in 1993, and for several years thereafter, Mr. Skinner served as a part of US Customs team responsible for conducting training nationwide regarding the North America Free Trade Agreement, specifically those sections pertaining to Rules of Origin and Customs Procedures. Mr. Skinner spoke to many trade organizations regarding the NAFTA requirements. Mr. Skinner attended Ohio Wesleyan University where he graduated with Honors with a degree in International Business and Spanish.
