Human Resources Management & Administration

Payroll Management

The punctual and accurate delivery of worker payroll is an item of critical importance in ensuring the success of Vangtel's clients' Mexican operations. In addition to accuracy and timeliness, individuals knowledgeable in Mexican labor law and requirements must take great care to determine the correct amounts required for the purpose of crediting legally prescribed overtime payments, as well as making government mandated contributions to a number of worker benefit programs.

The Payroll Department consists of dedicated staff that provides the following services on behalf of Vangtel’s clientele:

  • Electronic time and attendance
  • Preparation of weekly and bi-weekly payroll
  • Calculation and payment of worker overtime
  • Preparation of “Special Request” checks
  • Deduction, payment, control and reporting of worker benefits

Accounting Services

One of the principal ways in which Vangtel minimizes risk for its Shelter Plan customers in Mexico is to deliver accounting services through a professional staff of highly experienced individuals. This service eliminates the need for Vangtel clients to have a dedicated accounting staff for its Mexico operation, in some cases customers only require cost accountants.

Vangtel performs all of the requisite functions in accordance with tax rules and regulations on both the Mexican federal and state levels. Vangtel continuously monitors evolving tax rules and regulations for the purpose of ensuring that Shelter Plan clients operate within the fiscal parameters established by Mexico's Secretaría de Hacienda y Crédito Público, Mexico's equivalent of the IRS.

The scope of services included under Vangtel’s Shelter Plan in this area includes:

  • Mexican Tax Payment and Reporting
  • Annual Corporate Income Tax (ISR)
  • Value-Added Tax Payments & Refund Requests
  • Annual Salary Credit Report

Logistics and Customs issues

Vangtel’s Shelter Plan customers have access to a highly trained, experienced and professional staff that is dedicated to assist in customs issues which include the critical function of moving equipment, information and products into and out of Mexico in accordance with the laws and regulations governing such operations.

Facilities Management

World class facilities are a critical component to ensure the success of an offshore operation. Vangtel provides a comprehensive range of services to maintain the facilities that are used by client firms in running their operations.

  • Preventative maintenance and repair of clients’ facilities
  • Construction management for facility improvements
  • Provision of sanitary supplies
  • Pest control services
  • Janitorial services
  • Property Insurance

Procurement services

In order to increase the effectiveness with which Vangtel clients purchase the MRO (Maintenance, Repair, and Operations) items that are required to ensure the smooth functioning of their facilities, Purchasing Department staff provides procurement services for the sourcing of MRO items from vendors located in Mexico.

Identification and evaluation of appropriate suppliers
Solicitation and evaluation of competitive bids for client approval.
Provision of directories of preferred suppliers and subcontractors
Vendor payment.

Environmental Regulations

Ensuring that Shelter Plan clients are in compliance with the Mexican environmental regulations and statutes is important to ensure a smooth operation.

Government & Community Affairs

Government and Community Affairs: Representatives of the Offshore Group's ownership and managerial staff play a pro-active and involved role in promoting the interests of client companies on an international, national and local level.

Vangtel, through The Offshore Group, plays a leadership role in organizations such as the Confederación Patronal de la República Mexicana (The Confederation of Mexican Business Owners or COPARMEX), Consejo Nacional de la Indústria Maquiladora de Exportación (The Mexican National Maquiladora Association or CNIME), as well as the Cámara Nacional de la Indústria de Transformación (The National Chamber of Industry or CANACINTRA).

On the local level, Vangtel actively participates in the communities of which they are a part. Vangtel staff participates in and supports activities conducted by local universities, technical schools and business organizations, and also supports social programs and services administered by organizations such as the Mexican Red Cross. Our organization proactively works to build and maintain good relationships with all local government entities in support of its client's activities.

In addition, The Offshore Group continuously monitors the activities of local, state and federal levels of Mexican Government for the purpose of assessing the effect of these activities on each client's operation. The Offshore Group also acts as a liaison between community organizations.

Information Services

In an effort to provide Offshore Group clients with a snapshot of key variables related to their Mexican operations, a Monthly Client Report is distributed to all companies.

The Report may include:

•  Monthly operating costs in Mexico
•  Direct labor hours
•  Direct labor turnover and absenteeism analysis
•  Import/export statistics

Client Courtesy Services

Courtesy services consist of miscellaneous, but important items, that are required by Vangtel client company personnel. This services include among others: Managerial personnel relocation and immigration facilitation, mail handling and delivery and assistance in itinerary planning for visiting executives/customers.

Consulting Services

Vangtel has access to a wide array of both in-house and external expertise related to doing business in Mexico.
